アメリカ大使館主催ウェビナー「香港の現状と人権問題」

アメリカ大使館では、香港における人権問題について3名の専門家によるバーチャル・ディスカッションを開催いたします。 東京大学阿古智子教授の司会により、活動家のサム・イプ・カムロン氏とアシーナ・トン氏が香港における人権侵害について紹介し、参加者からの質問にお答えします。

香港は中華人民共和国の特別行政区であり、1984年の中英共同宣言と特別行政区基本法によれば国防と外交問題を除き香港は高度な自治権を有しているにもかかわらず、中国政府は香港の政治的自由と自治を解体し続けており、2020年に国家安全維持法が成立して以来状況が悪化しています。本ウェビナーでは国際社会はどのように香港の人権状況改善と民主化を推進する活動を支援することができるかについて考察し、参加者との意見交換を行います。みなさまのご参加をお待ちしております。

＜スピーカー紹介＞ 

サム・イプ・カムロン YIP, Kam Lung Sam  

日本香港民主連盟スポークスパーソン。元香港中西区議会議員（2020年1月－2021年7月、民選）、元民間人権陣線副招集人。同団体は香港の公民権および人権団体の連合体で、かつて毎年開催されていた7月1日集会や、200万人が参加した2019年6月の集会など、香港の民主改革に関する多くの集会を主催したが、2021年、香港国家安全維持法の圧力により解散。2022年後半から東京を拠点とし、現在、東京大学大学院総合文化研究科修士課程に在学している。英国、オーストラリア、台湾など複数の国に支部を展開する、元香港区議会議員の国際的なアドボカシー・ネットワークである香港区議会議員ディアスポラ・ネットワークの日本支部代表を務める。 

 

アシーナ・トン Athena Tong 

東京大学客員研究員兼学術専門職員、2022年10月に香港を脱出し、日本香港民主連盟幹事、アジア法律家ネットワーク理事、香港民主女神アドバイザーを務めている。2014年の「雨傘運動」以来、民主化運動を率いた政党の国際キャンペーン、広報、コミュニケーションを担当し、他の香港民主化運動家たちと活動を拡大。また、現在は解散した中国の人権問題を憂慮する法律家グループにおいてアドボカシーおよびキャンペーン活動を担当していた。現在の研究分野は、人権外交、対影響力工作、経済安全保障など。 


＜司会＞ 阿古　智子　東京大学大学院総合文化研究科　教授 
大阪外国語大学、名古屋大学大学院を経て、香港大学教育学博士号取得。元在中国日本大使館専門調査員。現代中国研究を専門とし、中国の人権派弁護士や香港の民主活動家を支援する。

U.S. Embassy Webinar “Discussion on Hong Kong and Human Rights Diplomacy”   

The U.S. Embassy is honored to host a virtual discussion with three leading voices on human rights in the region.  University of Tokyo’s Professor Tomoko Ako will moderate a conversation with activists Sam Yip and Athena Tong about their expertise and perspectives on human rights violations in Hong Kong, and take questions from the audience.

 

Hong Kong is a Special Administrative Region of the People’s Republic of China (PRC).  According to the 1984 Sino-British Joint Declaration and the Basic Law of the Special Administrative Region, except in matters of defense and foreign affairs, Hong Kong has a high degree of autonomy. However, many activists contend PRC has been dismantling Hong Kong’s political freedoms and autonomy in violation of these commitments, and the situation has deteriorated since the passing of the National Security Law in 2020.  This webinar will discuss how the international community can support Hong Kong’s efforts to improve the human rights situation and promote democracy.

<Speakers>  
YIP, Kam Lung Sam, Spokesperson of Japan Hong Kong Democracy Alliance.  Former District Council Member (elected) in Central and Western District, Hong Kong, from 1 Jan 2020 to July 2021. He was also the Vice-Convener of “Civil Human Right Front”, an Alliance of civil and human rights groups in Hong Kong, which was famous for organizing the formerly annual 1st July Rally, the rally in June 2019 with 2 million people joining, and many other rallies or assemblies on democratic reformation in Hong Kong. The group was disbanded in 2021 under the pressure of the National Security Law in Hong Kong. He is stationed in Tokyo, Japan since late 2022. He is currently a Master’s Student of the Graduate School of Arts and Science of the University of Tokyo. He is also the representative of the Japan Chapter of the Hong Kong District Councilor Diaspora Network, an international advocacy network of Former Hong Kong District Councilors in places around the world including the United Kingdom, Australia, and Taiwan.  
 
Athena Tong is a Visiting Researcher and Academic Specialist based at the University of Tokyo, having fled Hong Kong in October 2022. She is on the board of the Japan Hong Kong Democracy Alliance and the Asian Lawyers Network, and is an advisor for Lady Liberty HK. In her years in Hong Kong, she was in charge of the international campaigns, public relations and communications for a pro-democracy, movement-based party, and had expanded her work in the area with other Hong Kong pro-democracy figureheads. She was also responsible for advocacy and campaigns at the now-disbanded China Human Rights Lawyers Concern Group. Her current research scope includes human rights diplomacy, counter-influence operations and economic security.  

<Moderator>  Dr. Tomoko Ako, Professor, University of Tokyo, specializes in contemporary Chinese studies. She is actively involved in support activities for people who are suffering from human rights oppression.
