女性の参加が紛争予防、平和構築、災害復興に永続的な安定をもたらす可能性が高いことを示す調査結果にもかかわらず、これらの分野における指導的役割において、女性の割合は依然として低いままです。強固な同盟関係のもと、日米両国は安全保障における女性の役割に関する包括的な法整備に向けて協力していくことを期待しています。本イベントでは、安全保障と平和を推進するキャリアを持つ日米の講師が、「女性・平和・安全保障(Women, Peace, and Security: WPS)」について紹介し、なぜ女性がリーダーシップを発揮すべきなのか、また、これらの分野で女性リーダーとして活躍している自身の経験についてお話しします。皆様のご参加をお待ちしています。

講師略歴 
＜クリスティーナ・レイ　Christina Le＞ 

米国務省外交官、現在、在日米国大使館にて政治部安全保障政策課・課長補佐/一等書記官。前職では、国務省情報調査局・国務次官補の特別補佐官として勤務、またフィリピン部で、幹部への助言や、南シナ海に関する安全保障政策の立案、安全保障協力や援助、米軍の入域に関する交渉に携わる。また、アテネの在ギリシャ米国大使館、在メキシコ・モンテレイ米国総領事館で在外勤務。 

ワシントンDC拠点のシンクタンク新アメリカ安全保障センターでは、前国防総省政策担当次官ミッシェル・フロノイ率いるフェローシップ・プログラムのフェローとしての経験を持つ。  
国務省入省前は、マイクロファイナンスに関わるNPOやシカゴ大学ハリス公共政策大学院でリサーチを担当。キルギス共和国にて平和部隊のボランティアとして活動。シカゴ大学卒業、マサチューセッツ州サマービル出身。 
 
＜クリスタル・ウィルハイト　Crystal Wilhite ＞  

米陸軍少佐・北東アジア国地域担当士官。現在、米空軍横田基地、在日米軍司令部にて政府関係課の副主任。 東京・目黒基地の自衛隊幹部学校に留学経験がある。2001年1月に米国陸軍入隊、イラクでは小隊長、アフガニスタンでは中隊長として28か月の戦闘活動を経験。ミドルベリー国際大学院で核不拡散とテロリズム研究修士号、軍事科学とスペイン語を中心とした学際的研究の学士号、および日本語の準学士号を取得。 

＜村上博美＞ 

政策研究大学院大学 グローバルヘルス・イノベーション政策プログラム 客員研究員。米国経済戦略研究所(ESI) シニアフェロー、米国戦略国際問題研究所 (CSIS) グローバルヘルスポリシーセンター非常勤フェロー。国際関係論、公共政策、国際保健などが専門であり、米国戦略国際問題研究所や米国ジョンズ・ホプキンス大学高等国際問題研究大学院（SAIS）、政策研究大学院大学(GRIPS)、日本医療政策機構などで科学技術や国際保健政策プロジェクト等を主導し、SAISやGRIPSでは国際関係論の授業なども担当した。女性や若者の活躍応援のための503C3非営利団体Japan Institute for Social Innovation and Entrepreneurship創設者兼代表。米国際経営学修士、米国ジョンズ・ホプキンス大学高等国際問題研究大学院（SAIS）国際関係論博士。上智大学理工学部卒業。

Despite research showing that women’s participation in conflict prevention, peacebuilding, and disaster recovery is likely to bring lasting stability, women remain under-represented in leadership roles across these fields. The United States and Japan through a strong Alliance relationship looks forward to working together on comprehensive legislation on the role of women in security. In this event, lecturers from Japan and the United States in careers that promote security and peace, will introduce WPS (Women, Peace, and Security), discuss why women should be in leadership roles, and share their personal experiences as female leaders in these fields.   
 
Speakers 
 ＜Christina Le＞ 

Christina Le is a U.S. diplomat with the U.S. Department of State and currently serves as the Deputy Political-Military Unit Chief at the U.S. Embassy in Tokyo, Japan. She has previously served in Washington, D.C. in the Bureau of Intelligence and Research (INR), and as the Philippines Desk Officer. In her overseas assignments, she was posted to the U.S. Embassy in Athens, Greece and the U.S. Consulate in Monterrey, Mexico.  

She was also a National Security Fellow at the D.C.-based think tank, the Center for a New American Security, in a fellowship program led by former Undersecretary of Defense for Policy Michele Flournoy.  
Before joining the Department, she held research positions at a microfinance non-profit organization and at the University of Chicago’s Harris Graduate School of Public Policy, and served as a Peace Corps Volunteer in Kyrgyzstan. She graduated from the University of Chicago and speaks Vietnamese, Spanish, Japanese, Greek and studied Kyrgyz.  
 
＜Crystal Wilhite ＞  

Crystal Wilhite is a Northeast Asia Foreign Area Officer as a Major in the United States Army, where she currently serves as the Deputy Chief of Government Relations at United States Forces Japan, Yokota Airbase, Japan. She previously attended the Japan Self Defense Forces Command and General Staff College at Meguro Base, Tokyo as part of the foreign student program. Crystal has served in the United States Army since January 2001, with 28-months of combat experience as a platoon leader in Iraq and a company commander in Afghanistan. Crystal holds a Master of Arts in Nuclear Nonproliferation and Terrorism Studies from Middlebury International Institute of International Studies, a Bachelor of Arts in interdisciplinary studies with a focus in Military Science and Spanish, and an Associate Degree in Japanese language.  

 
＜Hiromi Murakami＞ 

Hiromi Murakami is a Visiting Scholar at Global Health Innovation Policy Program at the National Graduate Institute for Policy Studies (GRIPS), leading health security project and conducting research on political studies on health crisis. She is involved in various policy projects in US/Japanese institutions, including Center for Strategic and International Studies (CSIS) Global Health Policy Center, the Health and Global Policy Institute (HGPI), Economic Strategy Institute, and the National Graduate Institute for Policy Studies. Her expertise includes health security and global health policies. Murakami is also an Adjunct Fellow at Global Health Policy Center of CSIS and Senior Fellow at the Economic Strategy Institute. She teaches public policy analysis at Temple University Japan. She is the founder of Japan Institute for Social Innovation and Entrepreneurship, empowering women and younger generation in Japan. She holds an M.B.A. from St. Mary’s College and a Ph.D. in international relations from the School of Advanced International Studies at the Johns Hopkins University.

<Jessica Carrillo＞ 

Jessica Carrillo is a career Foreign Service Officer. Her position in the Political-Military Affairs Unit at Embassy Tokyo is her second overseas tour with the Foreign Service.  Jessica’s first tour was in Guangzhou, China in the Nonimmigrant Visa and American Citizen Services Units from 2016-2018. After China, she worked in the Bureau of East Asian and Pacific Affairs, Regional and Security Policy Office for a year where she coordinated counterterrorism and transnational crime policy for the bureau.  

Before the Foreign Service, Jessica interned in the Political-Economic Section at the U.S. Embassy in Rangoon, Burma as a Pickering Fellow and worked as a data coder for the Armed Conflict Location & Event Data Project. She holds a master’s degree in Global Policy from the University of Texas at Austin and a bachelor’s degree in English Literature and International Relations from St. Mary’s University. Jessica is originally from Devine, Texas.
